chore: relicense GPL-3.0 → AGPL-3.0

Same strong copyleft as GPL, extended to network use (AGPL §13): a
modified version offered to users over a network must also provide source.
LICENSE is the verbatim AGPLv3 text; README + GoReleaser SPDX
(AGPL-3.0-or-later) updated.
